Following a series of discussions between the Turkish State Planning Organization and the Syrian Arab Republic's State Planning Commission, an agreement was reached regarding the application of the Turkey-Syria Interregional Cooperation Program which would cover the provinces of Gaziantep, Kilis and Aleppo; and it was decided to carry out the program from 2006 to 2008.

The fundamental aim of this program is to promote economic, social, cultural and scientific cooperation between the two governments.

Under this program, a total of nine million U.S. dollars was allocated by the Undersecretariat of the Turkish State Planning Organization to projects for developing infrastructure, the capacity for technical cooperation, cultural tourism and entrepreneurism.
